IPL 2023: Board of Cricket Council in India (BCCI) has announced major rule changes and playing conditions for the upcoming 16th edition of Indian Premier league (IPL 2023). As cricket fans await for their most loved cricket carnival in the summer with the tournament opener on March 31st. An opening blockbuster match awaits us as defending Champions Gujarat Giants (GT) lock horns against the four time IPL champions Chennai Super Kings (CSK) at Narendra Modi Stadium, Ahmedabad.
Ahead of the new season BCCI announced key rule changes which makes the toss an irrelevant factor. The rules allows the teams to make changes to their playing XI after the toss. These new rule was implemented in the recently concluded SA T20 league.
According to the new playing rules the captain’s of the teams can change their playing XI after the toss. These new rule gives teams to make changes on the outcome of the toss, depending on whether the team is batting or bowling first they can make the changes accordingly.
Currently both teams captain exchange team sheets of the playing XI after the toss. The new IPL playing conditions will now allow the captains to carry two sheets which will permit the captains to change the playing XI. In one sheet the team captains wil carry 13 member list and the other sheet for the confirmed playing XI after the toss.
“Currently, the captains have to exchange the teams before the toss. This has been changed to an exchange of teams immediately post the toss to enable teams to choose the best XI, depending on whether they are batting or bowling first. It will also assist the teams to plan for the impact player,”

New Playing Conditions applicable in IPL 2023
Over rate: Team bowling will be penalized by match referee’s and on field umpires for slow over rate. If a team fails to bowl the overs in the time allocated time then only four fielders will be allowed outside the 30-yard circle for every over that is not completed in the allocated time.
Unfair Movement of Wicketkeeper and Fielder: Another new rule introduced by BCCI is the unfair/illegal movement of wicketkeeper or fielder at the time of delivery by the bowl. The unfair movement will result in a dead ball or a penalty of 5 runs awarded to the batting team
