Ben Cardin belonging to the U.S. Committee on Small Business & Entrepreneurship shared about the Biden administration’s Fiscal Year 2023. He talked about the budget request for U.S. Small Business Administration (SBA). Further, this fiscal year’s budget has some big increases. The budget request was passed by Senate Committee for the small business and Entrepreneurship. It will aid the small businesses who are trying to find ways for training and counselling. Plus, they can get access to funding.
Also, it raises the SBA’s lending authority by $6.5 billion. This loan funding was proposed by the Biden administration. The total requested amount for the SBA budget is $1.06 Billion. For 2022 the fiscal year budget was 1.03 billion. Biden will release a pre-recorded message to discuss the SBA budget during the virtual summit on Friday. Ben Cardin opening statements went this way“Administrator Guzman, I am very pleased that the administration’s budget request doubles down on the lessons learned during the pandemic”. Further, he added, “In particular, I believe that the administration’s request to increase funding for the SBA’s entrepreneurial development programs would help create the strong entrepreneurial ecosystems that small businesses need to succeed”.
Later SBA Administrator Isabella Casillas Guzman shared before the committee “President Biden’s budget request for the Fiscal Year 2023 builds on the incredible progress we have made since the start of the Biden-Harris administration: building bridges of equity and opportunity across America; and, opening doors for more small businesses to grow with access to capital, networks, training, innovation, and government contracting,”.
Then she added “We have helped spark a historic resurgence in American entrepreneurship. The President’s budget framework taps into the entrepreneurial spirit to position small businesses at the forefront of our nation’s rebuilding and as the foundation for America’s greatest economy yet”.
The entrepreneurial development program funds
Entrepreneurial Development Programs are the main part of the requested budget. The 2023 budget is $318,000 million. It is an increase from 2022 amount of $28 million. The SBA manages the Entrepreneurial Development Programs from its offices. Also, its offices include Economic Development (OED). The resource partner for OED is SCORE (Service Corps of Retired Executives).
The funds are useful for expanded outreach and training. It has the aim of expanding the program’s geographic and demographic reach. Further, the OED is also overseeing the Small Business Development Centers. Plus it is also taking care of Women’s Business Centers programs.
Raise in SBA Loan Ability

The requested budget will lead to an increase in SBA lending authority for the 7(a) loan program. The amount is $5 billion. Also, the increase is from $30 billion in 2022 to $35 billion in 2023 throughout the fiscal years. Further, the budget will also increase SBA lending authority for the other type of loan programs by $1.5 billion. It will increase from $7.5 billion in 2022 to $9 billion in 2023.
Goals of Biden administration’s FY2023 budget request
Some of the goals of President Biden’s budget request for the fiscal year 2023 are as follows-

Particularly the budget proposed is $28 million. It is an increase in funding for the entrepreneurial development programs from FY2022. Plus, it proposes a raise from $30 billion to $35 billion in the SBA’s lending authority for the 7(a) loan program. Further, it is also proposing a funding authority to increase SBA’s 504 loan program. It starts from the $7.5 billion funding level to $9 billion.
